We are seeking a full-time Commissioning Engineer to join our dynamic and growing mechanical engineering consulting practice. We are looking for motivated candidates who can grow with this department. The selected applicant will conduct commissioning, retro-commissioning energy audits, and limited HVAC/Mechanical design assistance services on a variety of property types. Experience performing commissioning services, and cost/benefit analyses on energy improvements is a requirement for applying to this position.
This position will require you to perform field inspections of government, commercial, industrial, multifamily residential, manufacturing, and institutional properties. A successful candidate has experience in performing functional testing and building inspections for a wide array of building systems to include but not limited to Air Handling Units, Chilled Water Systems, Hot Water Systems, Steam Systems, Power Distribution, Plumbing, and Emergency Systems.
You will also collect relevant information to help redesign Energy Conservation Measures (ECMs), perform energy benchmarking, and cost/ benefit analysis. We are seeking a full-time Construction Representative (CONREP) to join our dynamic and growing mechanical engineering consulting practice. The CONREP functions include participating in design management with the Project Manager (PM) and General Contractor; monitoring various on-going construction activities and schedule for conformance with contract requirements; overseeing civil, structural, mechanical, electrical, or architectural aspects of construction; supporting processing of easements, pertinent deeds, local code requirements, and restrictions; and supporting coordination of various phases of construction at a VA Medical Facility. This program involves both new construction projects and coordination with renovations of existing buildings. Some of the existing buildings are historic properties. The building types include office buildings, hospitals, clinics, laboratories, warehouses, and other types of real property. Project sizes range from small remodeling or repair projects to multi-million-dollar new buildings or renovations of major existing buildings. At any given time, the projects are in various stages of development from pre planning through design, construction procurement, construction, and post-construction. Projects are typically design bid-build with contracted architecture/engineering and construction firms, design-build, or small in-house designs with contracted construction.
Currently Davenergy is looking for an experienced CONREP to assist in the oversight of a new Dietetics Building which will serve to support our Veterans needs as the VA West LA Medical Center continues to expand.

PHYSICAL REQUIREMENTS: Performance of the required duties will require physical ability to climb permanent and temporary stairs, passenger use of construction personnel hoist, ability to climb ladders and negotiate work areas under construction. While performing the duties of this position, the associate regularly works on-site at the construction work site where the associate is exposed to moving mechanical parts; high, precarious places; fumes or airborne particles; outside weather conditions and risk of electrical shock. Occasional lifting of equipment between 10-25 lbs. required.

Experience Requirements:
- Conduct and carry out portions of daily inspections of site work, building construction work; document discrepancies, code violations, improper materials or techniques in the application of materials, substandard or poor-quality workmanship; monitor schedules on various aspects of ongoing daily activities to identify and recommend mitigation of project slippage and coordinate project phasing.
- Review Contractor’s submittals for technical compliance with contract requirements, and RFIs and make recommendations as to acceptance, required changes, or rejection.
- Maintain accurate, complete, and well-organized project records including but not limited to submittals, RFIs, pay applications, inspection and testing records, correspondence, changes, warranties, certified payrolls, project photographs, samples, and safety
- As-builts are complete and accurate. Conduct and/or attend weekly project meetings to monitor project status, schedule, discuss problems, and resolve issues accordingly.
- Review the testing/inspections reports submitted by the Contractor and provide approval/dis-approval recommendations to the government.
- Keep thorough records of all construction related matters to assist VA in conflict resolution. Review Contractor Proposed utility services and/or traffic interruptions plans and provide report to the government
- Maintain an inventory of materials, supplies and equipment and monitor the quantity of materials used in the contract administration and conduct of the project.
- Assist in the documentation of the administration of construction contract changes (draft proposal request, prepare cost estimates, review cost proposal, assist VA in negotiations, prepare change order packages for the Contracting Officer (CO).
- Perform weekly Safety Inspection and Prepare Safety Inspection Reports.
- Maintain list(s) of observed defects and omissions. Prepare inspection punch lists and coordinate resolutions of punch list items.
- Available to work after normal duty hours, on nights from 5 PM to 7 AM and/or on weekends, if necessary, per the project schedule for proper oversight.
- Ensure installed work is consistent with approved submittals; Make recommendations to the government for final approval of submittals and installed work.
- Review Contractor requests for payment for accuracy and acceptability; submittal written recommendation to the government for final approval authority of the payment. This may include recommendation for retainage.
- Prepare estimates for changes and review Contractor change proposals and cost breakdowns for proposed quantities of labor, equipment and materials.
- Provide written feedback and recommendations to the government on all information reviewed and work inspected.
- Maintain accurate and complete files relating to the CM services on the project for the Government to inspect at any time.
- Identify progress delays and recommend appropriate corrective measures to the government. Utilize computerized management system applications and construction contractors MIS system for documenting progress, processing requests for information, preparing draft contract modification documents for the governments use.
- Submit daily reports indicating work completed, work in progress with estimated completion dates, work scheduled and outstanding work.
- Observe work being completed by Contractors and sub-contractors for proper installation and application of construction materials and report findings daily to the government.
- Note and document daily conditions including environmental conditions that may impact construction safety and/or environmental compliance and report findings to the government.
- Review Contractor’s cost breakdown and all submittals on contractor’s proposed equipment and materials; review Contractor’s submissions on cost breakdown and cost loading and make recommendations for approval or disapproval
- Review samples of equipment and materials to be utilized for construction and provide analysis to the government.
- Compile deficiency logs and follow up on correction.
- Monitor project financial data and budgetary cost accounting.
- Coordinate work of multiple VA Contractors and/or third parties associated with the project such as third-party testing firms or commissioning agents.
- Coordinate movements/relocation of Contractor and/or Government personnel and their workspaces to accommodate project phasing such as movements to and from temporary facilities and final moves into facilities accepted for beneficial occupancy.
- Coordinate inspections with utility companies as necessary. Coordinate special testing and commissioning work as required.
- Take date-time stamped digital photos of construction progress throughout the duration of the project.
- Assist the government with final inspection activity. Assist with contract close-out activities.
